The UK-based campaign group UsForThem recently released a video summarizing the complaints filed with the Prescription Medicines Code of Practice Authority (PMCPA), the self-regulatory body overseeing the pharmaceutical industry. The video, posted on March 18, 2025,
exposes a litany of offenses committed by these companies, including:
- Misleading claims about vaccine safety and efficacy.
- Improper marketing of vaccines to children.
- Allegations of bribery and unethical practices.
- Bringing discredit to the pharmaceutical industry.
The video concludes with a damning indictment: “Despite a track record of serious and persistent offending, no fines or other penalties have been imposed by the regulator. The UK’s pharma regulatory system is broken.”
A broken system: self-regulation fails the public
The PMCPA, which administers the Association of the British Pharmaceutical Industry (ABPI) Code of Practice, is tasked with ensuring that pharmaceutical companies operate ethically and responsibly. However, its inability to impose fines or meaningful sanctions has rendered it largely toothless.
Companies found in breach of the code are required to pay administrative charges and provide written undertakings, but these measures have done little to deter repeated violations.
The ABPI Code of Practice explicitly prohibits the promotion of prescription-only medicines, including vaccines, to the public. Yet, Pfizer, Moderna, and AstraZeneca have repeatedly flouted this rule, using social media and other platforms to market their products directly to consumers. One particularly egregious case involved a Pfizer employee retweeting a misleading post about the company’s covid-19 vaccine, which remained publicly visible for over two years before being deleted.
The human cost: pervasive unethical practices and destroyed public trust
The violations committed by these pharmaceutical giants are not merely bureaucratic missteps; they represent a profound betrayal of public trust. By misleading the public about the safety and efficacy of their vaccines, these companies have put countless lives at risk. The improper

Despite these grave offenses, the PMCPA has failed to take decisive action. With four out of ten members of the Code of Practice Appeal Board representing pharmaceutical companies, it is little wonder that the industry continues to operate with impunity.
The revelations about Pfizer, Moderna, and AstraZeneca’s violations of the UK code of practice demand urgent need for reform, an overhaul of the type of people that oversee pharmaceutical companies. The current system of self-regulation has proven inadequate to protect the public from unethical practices.
